For more than 20 years, the principals of International Reconstruction Group have been developing and managing projects throughout the world.  In particular, during the past 12 years they have developed extensive business relationships in the CIS countries and the Middle East, as part of International Reconstruction.

It is through these relationships that very significant opportunities are immediately available to us and our partners.

Here is our Management Team:

  Robert D. (Bob) Francis, Chairman and CEO

Bob Francis is a serial entreprenuer and the founder and Managing Partner of Milford Communications Partners (www.MilfordCommunications.com) formed in 1993.  It is a consultancy company specializing in advanced technologies.  Milford Communications Partners has directed the creation of broadband wireless networks in Costa Rica, Australia and the USA.  Francis serves on multiple public and private company Boards of Directors.

Prior to forming Milford Communications Partners, he was President of General Datacom International (NYSE: GDC) a global supplier of advanced data communications networks.  GDC installed and maintained networks for major international banks, Ministries of Post and Telecommunications and multinational corporations.

Mr. Francis was a founder and Managing Director of Jefferson Partners, part of the Jefferson Group, Washington, DC, in 1994 where he directed the high technology practice and arranged financings with a focus on Satellite, Internet, Multimedia and Wireless networking technologies.

From 1994 through 1999, Francis was the Secretary General of the World Teleport Association where he was the global spokespedrson for this international member-services organization of teleport operators, suppliers and consultants.

He received his BA degree from Hendrix College, Conway, Arkansas.

   Dr. Vitaly Kozliakov, President and COO

 Dr. Kozliakov is a founder of the Ukrainian Industrial Alliance (www.uia.kiev.ua), (part of International Reconstruction Group) a diversified holding company for development of modern high tech industrial production in Ukraine and abroad. It is now developing a central technology complex in Kiev that includes its own technological, logistic, trade and exhibition area on its own 7 hectare area in a Kiev suburb that has direct access to highways, railways and a nearby commercial airport.

In 1999, Kozliakovwas named President of the Expotrade Company in Ukraine.  Beginning in 1993 he was the General Director of the Bureau for Economic North Atlantic Integration with offices in New York, Kiev, Moscow and Bucharest.  From 1989 through 1993 he was the Chief Designer and General Director of "Karpathy" Scientific-Industrial Amalgamation of the Ministry of Electrotechnical and Scientific Device Industry of USSR.  After the dissolution of the USSR he was a Director of State Foreign Trade Bureau of the Ministry of Foreign and Domestic Trade of Ukraine (DerjConExBureau) with the rank of Deputy Minister where he developed a system for fighting corruption at all levels of trade, including tracking of trade contracts and investigation of law and rules violations.

Dr. Kozliakov received his Ph.D in Technical Sciences and Engineering from the Admiral Makarov Shipbuilding Institute in Nikolaev, Russia.
